Good luck to them. As long as Cena and Orton are at the top, most of those guys are going to be held down. They especially do not want a smaller guy to beat one of their golden boys. Ziggler will never get a real shot.
They're afraid of Punk and Bryan overshadowing Cena and Orton, so they'll be pushed down into mid-card feuds. They might get shots when Cena isn't involved.
Ryback, though I don't care for him much, is a good example of creative screwing up. He was hot for awhile but they dropped the ball with him. All his momentum was lost and he'll never be able to recapture it.
Cesaro, I have no idea why he isn't at main event level, unless it's because creative has zero idea what to do with him.
Reigns is the only one with a real shot during the Cena/Orton era. They like his look, they like his size. Personally, I like the badass attitude he brings across, it's something that's kind of missing nowadays.
