Funny, I've heard that point used too many times but not once have I heard anyone admit that development started in 2012.

I don't have the names or the facts, but I'm under the assumption that the guys who worked on LastofUs are totally different people than the ones who worked on UC3.
Unless you the UC3 team have been taking a vacation since UC3 came out, which was 2011, yes, they have been working on a new game since 2012.
