The budget is MUCH higher than that.
The developer has already put 1.5 million into the game. They have an investor willing to pay for the rest as long as this Kickstarter reaches its goal.
Overall budget will be between 6 - 7 million so compareable to Witcher 2 minus the cost of building their engine.
