I don't think it's an AMD issue, I havent had a problem with it. :) (Running Quad R9 290's under water.)

Another cause could be if you have an FX CPU. (Another reason to avoid them.)
The Bulldozer based FX chips have an issue regarding the handling of interrupts which can cause issues with some software/games.

However the workaround to that is to update the Microcode/BIOS for your motherboard, most boards have an update that fixes it.
