As for CrystalChild's issue, if you are using an AMD card, throw the Beta drivers onto your system or roll back to the last WHQL drivers and of course reinstall DX9/.Net framework/Do a CCleaner run.
Civilization has been completely bug free, although personally I prefer to play Alpha Centauri, just wish Firaxis would do a sequel...
