That would depend on the respective installed base of each console when it's released, if the PS4 keep selling at this pace the potential sales on the MS platforms will be too low by themselves, that will not be worth the investment.
I magine they negotiate these contracts by paying for the expected revenue loss incured by not releasing on the other platform, if there are 20+ million PS4s out there when it's time to release Titanfall 2 it will cost MS much more than it did early on after the release of the new systems (also, the devs did not know for sure which one would sell more when they negotiated... however, the bad blood for MS probably helped EA get more money out of MS).
