That's the issue... no Xbone right now is a devkit.

It is the same like PS4... MS lent for free the devkit like Sony with PS4.

Yes but there is a difference.

Sony are expecting payment after 1 year. Microsoft are implementing the every console this year, meaning for an indie dev on PS4 to keep making they have to pay. For the indie dev on Xbox One they just give the borrowed one back. All developers are saying they have to pay after 1 year on PS4. And that Microsofts option is cheaper. Theres 100's more articles confirming thae same thing.

As I said, I expect this year the lead Indie platform due to costs will be Xbox One. Especially as I understand some Indies have already starting paying as their first year is already up.
