Umm, you'll have 3GB on the White model and 27GB on the black model. (Yeah, Nintendo didn't mention that 5 of the gigs are going towards the systems OS and other such things)

This really depends.  If you intend to do a lot of downloading or download AAA games, like Windwaker and 3D World, then you NEED to buy an external hard drive.

But if you're just gone to buy solid copies and only download a few things, you should be okay.

I don't think I will buy any AAA  games digital if I can get them physical. Just plan on downloading some indies and virtual console games. I guess that 27 GB will take me far then.

If all you'll be doing is buying physical and a few small indie games, then yeah, 27 GB should go far.   Luckily, the Wii U does not need to install its games onto the console.
