Winning among critics means nothing if the public objects to buying those pieces of entertainment. 

Its all about opinions. What is crap to you can be gold to others and vice versa.

There are ways to measuring quality and sales are probably the best indicator for it considering they are the votes of consumers. 

Nope its all about opinions. You cannot change someone view point when the mind is already made up.

That's quality at a LOCAL basis, I'm talking about quality at a GLOBAL basis. 

There is no such thing as global or local. opinions is the basis of what is quality to us.

I thought our buying power was based on PPP.

On a more serious note though you can measure quality by sales. 

thats true most games that sell great are quality, but it all about timing, marketing, character design and story, for instants you think wii sports is the best game of all time, but nobody cares about the sequel, nobody is hyped, and it won't even sell above 4 million.

It probably won't sell alot because nintendo are idiots for trying to give it a 50$ price tag for what is essentially a rehash and the last time I checked people buy new consoles for new games and not old ones.
