I don't think anybody thought this gen would be 1080p@60, and confirmed once the initial specs were released. It just isn't realistic if you want to have decent graphic quality behind it, the hardware just isn't there in the $400 - $500 price range at this time (It'd take $300 in graphic cards alone to achieve that, and even then it'd only be for a year).
30 fps is fine for most single player games, I mean people played Ryse and that didn't even achieve anything close to 30 fps... and hell it even suited Need for Speed Rivals fine (smooth with a great sense of speed, despite the frame lock (PC version)). In fact, it's fine for most games period, the only time 60fps is almost a "must" is in multiplayer matches, and even then I question it (it's more important that everybody has the same framerate to keep it even).
Alas, I'm happy with anything above 40 fps, which basically means at its slowest it never drops below 30. Tomb Raider: Definitive looks better than its PC counterpart despite the model changes, so I'm curious to see just how well it turns out.
Also, they need to scale Far Cry 3 to PS4/Xbox One hardware, and have an actual playable version of that game on consoles.
