It normal to big ip to sold better then smaller ip.
The top 4 on 3ds are bigger ip then any ip on vita and they are exclusive and all the game on vita chartz expect Call of duty and Assasin Creed are port or remake or multiplatform game.
Third party support 3ds more then vita.
PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m
Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m
