They do not publicly list these licensing fees and royalty costs, and the actual figures are not fixed, they vary from publishers to publisher on agreed rates, however these rates are on average 20-30% higher than rates offered by both Sony and Microsoft, a huge reduction from the Nintendo of old, who pre-2005 would charge rates of 45-60% higher than Sony and Microsoft, needless to say as it stands now, for each game released on the 3DS, the publisher pays Nintendo on average $3.50 more than they pay Sony for releasing on the Vita.

If you want cold hardcopy to browse through yourself, I suggest you become a licensed developer too.
