As all PS3s are backwards compatible with PS1, why isn't PS4 backwards compatible with PS2?

They can emulate it, but they would need to adapt the emulator to almost every individual game because of the exotic hardware used in the PS2, which forced the devs to come up with very exotic solutions on how to get more power out of the system.

That's pretty much a waste of time and resources.
