EA failed to purchase Take-Two, and if they do they'll have to honour thr pre-existing Bioshock 2 exclusivity deal. As for Mass Effect 2, it's quite likely MS traded publishing rights to the PC version of Mass Effect to secure exclusivity for Mass Effect 2.
