That's Super Trunks.  He's not Super Saiyan 2, he just powers up more.  More muscle, less speed.  Gohan is the first one to reach Super Saiyan 2.

Trunks was Super Saiyan 2 but he was slow. That's why he couldn't beat Cell when he turned into his perfect form

 

Remember when Gohan ascended and Trunks was astounded at how Gohan was able to ascend without losing speed?
