What dev is the best at Game Design?

Many factors come in to play in modern games. Game Feel. Storyline. Characters, Asthetics. But here I would just like to ask who is the best at game design?

Disregarding all those other things. What dev knows how to make a game at it's core feel rewarding and fun?

I'm going with nintendo. They have a focus and polish in their game design that I just don't see with any other developers.
