That part was definitely true to an extent. The 3DS is succeeding, but it's not able to hit the sales of it's predecessor despite having little to no "real" competition, unlike the DS which had a decent amount of resistance from the PSP.
That shows a very obvious reduction in the market size, which is impacting the sales of both the 3DS and Vita. It's hardly the only reason the Vita's failing, but it's a contributing factor.
