It's made by the same developer, and I've experienced a bug in Arkham City.  I actually had both games listed and then deleted Arkham City from the list.  So no, not fixed, not in the context of the message, which is "I've played through some games that I haven't noticed a single problem in one playthrough."

I'm guessing he just means that Arkham Asylum isn't really an open world game with a big, contiguous overworld to explore. It's much more like a Metroidvania, with most of the game taking place indoors in narrow corridors and moderately sized rooms, and the few largish outdoor areas in the game being separated by doors (i.e. sneaky loading screens).
