So basically, you're just pulling ideas out of thin air?
There are multiple reasons why a flagship phone running Windows Phone could be more expensive than one that is running Android, be it concessions from the sale, telecommunication company not subsidising it as much, sale/special or the phone manufacturer willing to simply push more Android sales.
It's not necessarily one of cost of the Operating System.
In regards to the two main current OS players, I completely utterly disagree.
Apple is completely content living it's life out in it's own ecosystem, Android controls the rest of the market with a heap of device manufacturers pushing it.
We need a 3rd player to give some competition to Google, otherwise things stagnate and end up as a "Me to" copy approach.
As for innovation... Just buy a Windows phone and give it a whirl you might be surprised, you're not exactly going to take someone's opinion over the internet at face value anyway, so I would be wasting my time.

My brother and father are really happy with their Lumias and the Windows 8.1 (which I don't like in PC... but for phones seem fit).
And if it is implemented right and with goood agreement for both it can help Sony attract a new market and MS push a little further.
