Claiming that Sony is getting it's swagger back is fine. Saying that it is turning to a leadership position as a leading edge tech company is a laugher. Sony hasn't been a tech leader at all in the last 25 years. It has always been synonymous with average consumer grade electronics.
RCA is also synonymous for average consumer grade electronics. They too have announced many new high end electronic devices. That is what electronic companies do.
The writer of the article is mistaking the extremely high level of Sony's name recognition and market capitalization, with leading edge tech company.
