Well it certainly is an optional service but it's the option Sony came up to satisfy people who wants backwards compatibility.
And frankly it sucks. It's bound to be unreliable if it's dependant on bandwith. Until every country as a decent internet infrastructure not everyone is going to enjoy the service.
