I wouldn't really call this a "test", more so "logical".
For whatever reason, they have decided to release this for "last-gen" tech (i.e. PS2) rather than new consoles. Once this decision was made, a Wii version is pretty much a no-brainer.
Developing a Wii skew while developing a PS2 skew is (relatively) simple. Additionally, the Wiimote controls are sort of ideal for this game - and make it much more immersive.
So R* gets more sales (for less cost), gets a very high profile title on a new console, and dips their toe into the Nintendo fanbase. Its all positive.

Don't also forget, that Nintendo were TALKING to R*/TakeTwo about releasing more titles on their console. This game might have been an agreement between the two - and if it does well, we may see a flood of GTA/other titles to the Wii.
(love to see the early GTA games re-released for the Wii, as well as TableTennis and more...).
