The combined library of the Origional Xbox, Xbox 360 and Xbox One aswell as the arcade titles are actually less than Steams entirety of games.

So with that in mind, Steam almost doubles the entirety of the Xbox platforms games, that means Steam has better 3rd party support.
Also helps that there are more active Steam users than Xbox Live users too.
