It isn't. There are still many people with pre-orders. As long as there are no PS4s to be found on store shelves, factories are working at full capacity. 
6 million is really not much, the system is gonna launch in Japan so its gonna sell ~500k there, that leaves around 1.3 million for 3 months everywhere else, or 400,000 units each month, distributed between US, EU, Asia, Middle East, India?

As anedoctal it can be many Gaffers claims Sony hasn´t resupply Brazil, India, Sweden, Norway, Australia, Colombia, Emirates... and the initial stock was really low.
