Building a High End PC to play everything on Ultra. How's this?

As for the CPU you should go with the Xeon E3-1230 v3. It's at about 99% of the power of a 4960x but 4 times cheaper.
For an SSD you can't go wrong with a Samsung 840 Pro 256GB. You should install your games on it as well.

I am a bit out of touch with CPUs but weren't XEONs designed for servers and CAD type applicatiosn and not gaming?

There are different kinds of Xeons. The E3 I mentioned is for work stations rather than servers and performs just as well in games as a normal i7. The major difference between these two and the reason why it is cheaper than an i7 4770K is that it doesn't have the graphics unit(good for lower TDP) and lacks the open multiplicator for overclocking.
