It plays PS3 games, not PS4 games.  So your second point is incorrect.  


What is stopping it from playing PS4 games? Sony's decision?

If it can stream PS3 games, then PS4 is certainly NOT out of the question....


THey'd end up cannibalizing their own sales if they did that. I'm pretty sure that Sony would rather have someone buy a Ps4 than a subscription to PSnow


Why?

This just reinforces my argument that PS4 was Sony's "safety net", in case cloud streaming somehow failed (of course, this does not count for all regions..). Software is MUCH more profitable than hardware (especially costs associated with R&D each generation). Cloud also gives unprecedented extra control over publishing rights (I'm not saying that's a good thing, I'm saying I see all corporations choosing that path)

While i get what you're saying, if Sony thought they could have made more money by going to Cloud-based system, i'm sure they would have fully implemented that instead of the Ps4 we have now. Also with PSnow, They'll probably have Ps++ (or some other moniker), that gives the subscriber access to multiplayer, free games, and the huge back catalog they've built up over the last 20 years.
