No it doesn't.
1080P is just a resolution, it costs the same amount of money to build a game at 1080P or 720P.
I run a game at 1440P and beyond, if a developer supports my eyefinity set-up (Which has more total pixels than a 4k display) the game will look amazing, yet didn't cost the developer anything to implement, just a little bit of time to adjust a few settings like fov. - Which ironically I can also do myself.

The cost comes from improving assets to give you better graphics and sound in a game, but you can easily run a 720P game at 1080P with the same assets.
PC gamers have been doing that for decades, even old games that don't natively support widescreen or resolutions past 1024x768 can run at 1920x1080P, it didn't cost the developers a thing, yet the game can look significantly better.

The cost comes from Artists, Programmers, Sound designers, Story Writers etc'.
And because gamers demanded ever increasing levels of image quality, costs always increased.
This new generation costs should drop, at-least initially due to the more PC-like environment the consoles provide which reduces development time.
