I dont feel like linking it but there's a presentation from November showing the PS4's CPU clock at 1.6 ghz. Additionally, Sony have never said otherwise. Which they would have if it was really faster than Xbox.

The benchmark? Dunno, could be a million software things, compilers, old Xbox One pre-upclock data, etc.

It's possible the hypervisor somehow takes CPU resources on XBO.

Either way the Xbox has more hardware CPU power, period, whether or not it is nerfed in software (which can always change)
