Sorry, but the Xbox One wasn't selling much of anything in 2007-09.
If you mean the Xbox 360, yes, it was considered the "shooter box", mainly because it had the North American market wrapped up. It's not rocket science. Whichever console sells more in North America will sell more military shooters.
As far as a myth about the Xbox One, you're literally the first person I've seen say that.
