There are two ways to use Steam from 2 different machines.
Set one PC's Steam to "Offline mode" or use "Family Sharing".

Ok, but the other people here said I should upgrade to WIndows 8 and ignore the Metro interface.

Will I be able to access my steam games if my old PC keeps Windows XP and the new one gets Windows 8?

Does it matter what type of Win 8 license I buy? (I will prob get the cheapest option that goes with the hardware parts I will order soon)

you can backup your games to disc and install them on a new computer so you dont have to redownload them too
