I am also inclined to call BS on this explanation. 

Sure, VGC data could be ridicuously off, but for now I will give it the benefit of the doubt and point to the current tally if said explanation is used. 

In a best case scenario for MS XB1 launch window, they greatly outshipped Sony, but greatly undersold them. That may sound bad to some, but I consider the unavailability of every PS4 there is demand for to be a potential lost sale. Any time a company falls well short of demand when comparable, competing products are available, that is leaving money on the table.
