it's really just a gimmick policy from Cameron in response to pressure from elements of the reactionary press (read: Daily Fail), the policy itself is really badly thought out and won't actually do anything other than mean schools will filter out websites that are educational as well as extreme ones that kids will find ways to access anyway.
the idea of the "opt in" thing for the entire country I doubt will come about, even if it did most people would opt in anyway cause who would want to have this government decide what you can and can't do online?
I'm almost impressed how unpopular the coalition has managed to be, I mean, to be lagging behind Labour in the polls even now and despite Ed Milliband having all the public relations skill of a dead horse, that takes quite some doing...unless there is like a mini-boom in the economy or something then it looks nigh on impossible that the coaltion will continue or that the Tories could get enough percentage of the vote to gain a majority.
