I'm pretty sure, if Nintendo or some other major publisher put out a decent effort, with solid to great multiplayer and a decent sized marketing campaign a 3DS FPS could easily sell over a million.
It can't be another Call of Duty clone in aesthetics but something with its own unique look and probably CPP support would gather a following.
