If there are issues with the PlayStation Network, there will be an alert ticker at the top of the Knowledge Center page, similar to the sample below.
Ticker alert reads:
"We're aware some users are having issues connecting to the PSN. We are investigating.
We expect to have the PSN back up soon and apologize for any inconvenience."
