You know, sharing videos has been available on Xbox 360 and PS3 forever--not perfect recordings but accurate enough replays to get the job done. My first experiences with this came from Burnout Revenge back in 2007 and Super Street Fighter 4 and you know what? The shit got old really quick. No idea why Xbox One and PS4 are making a big deal about it. Do people really want to watch other people play games?
*edit* Just to be clear, aside from the DVR functions, I'm not 100% sure what the PS4 and Xbox One's sharing capabilities really are.

yes ? just go to twitch and see for yourself.

I used Twitch a few times to see what PS4 and Xbox One games looked like in motion on my TV and I go on youtube sometimes but that's about it. I wouldn't want to use my console to watch other people play games I can play or anything. Only if I get stuck in a game and need a hand. That's just me, though.
