It's clear you have no idea what you're talking about, because on the PS3, the only two consoles it will work on are the two that are activated.  It won't ever ask you to sign on the other account to verify.  If a third, fourth, fifth, or 100th account isn't activated and you download the game, it won't let you play the game mid game and cut you off, it'll say the software can't be played on the account the moment you attempt to start it.
