You may argue that if they have had the proper precautions this wouldnt have happened, but its exctly because there are precautions that have to be taken that the game isnt tournament friendly.
There is just no competition versus a physical copy of the game running on a console on offline mode. That is why Mortal kombat, Street fighter, etc. all launch their "extra characters" in physical new versions of the games (alongside digital DLC options). Its not just to get some extra money, but an investment on the life of the product in the scene.
With that said this "article" is dubious at best. I was expecting examples for the claims made, but they seem to be half assed. I remain unconvinced the PS3 and PS4 use the same systems for fighting games.
