It's Nintendo's burden to take the risks necessary to sell a new hardware generation while publishers have the luxury of leaning back and selling to a mature installed base. If Nintendo can't sell 3DSs and Wii Us, nobody is going to do it for them, so they need for focus on driving new platforms even if supporting old platforms would be more lucrative in the short term.
