Wouldn't be worth it. Ever since the USA became apathetic towards PSP in 2009-ish it became kinda clear that Sony handhelds wouldn't have a place over there.
The amount of money Sony would have to spend moneyhatting GTA; AC & CoD (and make no mistakes about it, at this point in the game they'd have to pay for the development of those games) probably wouldn't even return enough back from the extra sales they'd gain. Yes, absolutely no doubt those games would help, but 3DS isn't exactly blowing the roof off despite a $99 console with Pokemon and Zelda; so Vita would have no chance.
And Sony have made it abundantly clear that any money they do have for developing/moneyhatting is going towards PS4.
It can survive as a handheld FIFA machine in Europe and an Otaku machine in Japan. My only hope is that mild successes in those two markets convince Sony & third parties to keep pumping out games for the console for another few years (and that the Japanese games keep getting localized).
That's not to say I wouldn't like a handheld GTA, though. Vice City Stories is one of my favourite PSP games.
