I assume that TSMC would have a higher wafer capacity mainly because of the fact that they need a bigger business to maintain their operating costs but AMD can simply just use both of them to manufacture the PS4s or X1s silicon.

I'm pretty sure it is all TSMC. GF still had problems with their 32nm lines when TSMC was already comfy with 28nm. AMD paid a huge settlement sum to get out of the GF contracts (they probably saw that 28nm at GF was going nowhere for NextGen chips).

Correct me if I'm wrong but aren't ARM SOCs manufactured on global foundries 28nm process ? Maybe global foundries yields for higher performance chips aren't up to the task for mass production.
