Actually, neither GF not TSMC nor ChinaInc gives a sh*t about the number of wafers you "reserved". Depending on your chip size, and if you follow the design rules of the fab, they guarantee you a certain number of "good" chips. It is up to you to buy enough wafers, get them to the fab, and plan enough time to process them (once you actually get the real numbers from a test run). If you find out late in the game that you need more chips, you either pay a sh*tton of money to "convince" the fab to continue the run, or you stand empty-handed in front of the fab that just closed the doors for your batch. (There is a fine line here concerning the "follow the design rule" law - but that is not important for the argument).
