Fighting Law is annoying, but by no way is he overpowered. You can easily kick his ass since most of the usual Law mixups are pretty easy to understand after a while. The game is a bit cat and mouse...rather than try to juggle your opponent you try to find the weak spot in his guard to hit him. Not really that hard to learn and a lot more fun than Tekken 5 or 6 if you ask me.
