I'm 100% sure it's enforceable since it technically hadn't even developed into an informal agreement, let alone something that's legally binding. This bet didn't meet the circumstances of the original agreement (which had a 2-day deadline), so it was a completely new wager. A wager which he did not - and did not have to - accept. If it's not even an informal agreement between two parties, then it certainly can't be developed into a legal contract.

He could have easily come in and said, "Sorry Jay, you missed the 2-day time period, so I decline." 

And this is all assuming a bet on this site even has the potential to be legally binding.
