If it wasnt so pathetic and wek and tragic, it would actually be quite serious.  Its attempted fraud at a basic level.

Some mod has acted outwith his authority.    Not for me to say what should happen to him.

Is this just a guess or do you know for a fact this is a manipulated scheme ?
