Did you read what he said?? He said that  marketing asked for for example a "billion" than got for example a "half billion". 

Do you know that it was at E3 that Microsoft said they were launching in 21 countries. It was not said in some random show it was said first at E3...

He is implying that when they made that 21 countries projection they didn't have the "billion dollars from the directors" yet. So that is what is giving me a laugh. He is  implying that MS made such a declaration at E3 without having made research or already got the budget to be ready for 21 countries.  

What he said is basicly 2 years ago microsoft board set a budget for Xbox one r&d and xbox one production, now that the demands is suddenly much bigger at launch then anticipated, they cant suddenly decide to create one or more extra factories. thats all.

If this is what he was trying to say then there would have been no reason to even start the discussion. 

I said earlier: "With  Sony ahead in pre-orders in both US and UK, MS had no choice to focus on their strongest territories, it's as simple as that. If the Xbox One had released in all 21 countries it would still sell out, it would still have sold 1.5 M but it would be in 21 countries. MS prefered to focus on both US and UK the most for their Xbox One launch (sold 1.1 Xbox out of 1.5 in US+UK )since the PS4 seems to be doing better than them in their strongest territories."

I am saying it's more likely that they changed their strategy. And I also believe that it is the best strategy for them.
