He is implying that MS made such a declaration at E3 without having made research or already got the budget to be ready for 21 countries. |
What he said is basicly 2 years ago microsoft board set a budget for Xbox one r&d and xbox one production, now that the demands is suddenly much bigger at launch then anticipated, they cant suddenly decide to create one or more extra factories. thats all.
