With Sony ahead in pre-orders in both US and UK, MS had no choice to focus on their strongest territories, it's as simple as that. If the Xbox One had released in all 21 countries it would still sell out, it would still have sold 1.5 M but it would be in 21 countries. MS prefered to focus on both US and UK the most for their Xbox One launch (sold 1.1 Xbox out of 1.5 in US+UK )since the PS4 seems to be doing better than them in their strongest territories.

As I am writing this, I can pre-order Xbox One for December 16 on both WallMart and Gamestop.

As I said, we wont know if they are having problems unless someone who actually knows comes out and say it, which is highly unlikely.

you do know that MS has different departments? there's marketing, reaserch, operations, accounting, etc. each department works along side the others but do not necessarily mean that the are all aligned... ummm... yeah... let me put it this way...so thay you and everyone else can understand...

 

Marketing: yo! from our studies, these are the countries we need to lauch in first

CEO: hmmm... looks good! how many can we sell?

Marketing: we can sell a gajillion billion units!

CEO: WOOOAAAH!!!! hellz YEAH!! (has meeting with directors)

CEO:  hey, board of directors, we gonna lauch in these countries and we gonna sell a gajillion billion xbox ones!! yeah!!

Direcotrs: WOOOOOAAHHH!!!! hellz YEAH!!! So...how much you needz?

CEO: ummm.... yeah... about dat, we need a few billion dollars to....

Directors: WUUUUUTT!!! No fracking way!!! here's half a billion dollars.

CEO: WWWUUUUUUTTT!!!!? but but but...

Directors: no buts fool! take it and goz!!!

CEO: AWWWWWW!!!

CEO: hey, marketing fools, we only gotz half a billion dollarz....

Marketing: WUUUUTTT?!!! AWWWWW!!!!

CEO: re work your research fools!

Marketing: Booooooo!

CEO: Hey, operations/productions monkeys, here's our bundget... what can we do?

Operations: ummm...yeah.. we can maybe put up a factory that can make a few dozen thousands a day....

CEO: WUUUUUTTT?!!! DAMN FRAPERS!!! hey, marketing fools..we can only make this manyzzz. re do your research again...

yeah....believe it or not, thats how companies/corporations actually work...given that there are stock holders of MS that are pushing for the Xbox brand to be sold or split or whatever from the main company, I'm sure they had to work with what they were given.

So MS came out in E3 to say that they are launching in 21 countries without having their budget already in place?? So the budget was handed to them after E3... You gave me a big laugh
