I think what he means is lower production doesn't mean production issues.... it could just be fewer production lines....
That said 1 million more is better in terms of ww revenues... but spread among 30 countries with shortage everywhere including the 13 they are competing in might turn out to have a bigger impact on market share in more relevant markets (disputed ones with a lot of revenue potential) such as Germany UK France for Europe.... in other words i'd take 1 million unit spread over those three countries over 1.5 spread among 27 European union countries... (to caricature the thing it is of course more complex than that and the numbers are random)
