16 is at the lower end and more exception then rule. It's variable bitrate anyway, so a title like 2001 with avg 13.4 mbps still looks stunning since most of the movie is static or slow moving scenes, it's the ability to temporarily ramp it up to 40mbps that gives it a consistent quality during action scenes.
8mbps for real time encoding of 60 fps twitch gameplay is pretty low. Still pretty good for a console, with a decent h.264 encoder it should be able to match 15mbps mpeg2 cable HDTV quality, or double DVD quality.

Yeap... that was the list... you can see half of the titles are less than 20mbps... seems like the exceptions are the only over 30mbps (there are few).

The 8mbps is the bitrate for share... not streaming... and it is 30fps... I think the quality is good for a console... if they can increase to 16mpbs it will be fine even with 60fps.
