The Order: 1886 and Japan

I was reading about religion in Japan when I read this:

Shinbutsu Shūgō officially ended with the Shinto and Buddhism Separation Order of 1886, but continues in practice.

 

Suspicious, isn't it? What can it mean? Something's going on over there..
